It isn't. That is cheap for what you are getting. Not many tuners out there that you could go enter a Sq competition right after leaving the shop and do very well if not win.
Also when you think the software and equipment he is using is most likely north of $5,000, plus the learning how to use it. It took me a couple of years to learn REW (really learn it) and a year to learn smaart (and I don't even know all of its capabilities yet).
